The first step to peace is for Gaza's government - proscribed terrorist HAMAS - to change their constitution deleting their hateful rants against Jews and "infidels", pledge to cease terrorism and violence, guarantee Israel's right to exist and its borders and pledge to renounce violence.
All else then logically follows ........ then again, it's been the case since the late 1940s.
As for "innocent Palestinian civilians" - I am not sure who they are exactly. According to a recent poll conducted of Palestinians in Gaza and the West Bank, almost 3/4 support the barbaric, genocidal attacks against Israeli citizens on October 7, 2023. That make them complicit, I would think. Hardly "innocent".
