This is the problem with alot of legislation and in particular FOI.
Any one who is familar with the legislation and recieves a request and does not want to relaease the documents, would and could say.
"I know we dont have it, but we soon will, so lets do a search now, and reply at the latest possible time."
As I said, easy to get around.
