The FDA is not involved. The investigation is between Chile’s Dirección General de Aeronáutica Civil (DGAC), as the authority for LATAM, and New Zealand’s Transport Accident Investigation Commission (TAIC), the local authority - and Boeing who built the plane.
Reports claiming that a flight attendant "hit the switch" have to be taken as rubbish Its a rocker switch in a covered cavity and you have to keep your finger on it to keep the seat moving slowly.The seat also stops short of the control column and the flight attendants would know about it. So, how could a flight attendant possibly do that accidentally?
There are witnesses who have said the pilot came out and said "everything went blank". Why would the pilot lie to the passengers if it was just a mishap in the cockpit? This suggests that something is seriously wrong with more Boeing planes and Boeing wants to kept it secret.
