Pretty sure 8000 is an arbitrary number that isn't really representative of anything? I think 75% of all the shares have to agree? And 50% of the people that vote have to say yes? Honestly I haven't really checked since votes kinda out of my control so seems like a pointless thing to keep track of, but if 26% of shares vote no then it's effectively blocked?
Honestly I can see that happening like insiders do not hold a large stake in SLR even just the general public could block it if that's the case? Anyway expectations are low but will be pleasantly surprised if it gets blocked
