If it's the kremlin, then maybe they can explain the economics of trying to process the local junk ore, and hopefully indicate the best way to keep MMK profitable and indeed a going concern is to buy FMS if operating costs can be proven to be reduced.
The last thing the kremlin would want to do is kill off a steelmaking business like that. China has heaps of this junk ore at mid 20's % fe, but there is a reason they pay well over $100/tonne to import the high grade lower silica/alumina/phosphorus that is also easier to process hematite rather than the hard as nails magnetite.
Maybe the kremlin if they are behind this action don't quite get this yet, and the lobbying may rectify this.
