I think thats a bit harsh.

So they stole a car, keep them under surveillance and make an arrest when its safe to do so. Its the pursuit that put the girl at risk.

It is easy to shoot at unarmed teenagers through a car, not so easy to shoot bikies however. Bit of a cowardly act unfortunately in my opinion.
