Given pedestrians were being run over, the response appears reasonable
However more generally the job of the police is to protect us all and that includes pedestrians who have been killed by cars being pursued by police. If the car is just stolen rather than being involved in a murder or armed robbery, there is a strong case to call off the pursuit to protect the public.
