It seems that some of the threads here are becoming hysterical. Maybe some facts to consider:
(a) the LAMP is just about to been finished
(b) as such the issue of the TOL has not caused us any start-up delays and, if it does, it is likely to be little more than a week or 2
(c) The TOL was approved by the AELB on 2 February subject to certain conditions being satisfied. They were only recently satisfied by Lynas
(d) The protestors lodged an appeal in the courts and and appeal with the Minister and the AELB indicated it would not issue the TOL until they had been resolved
(e) The Court dismissed the protector's case and the MInister received submissions on his appeal just last week, including a 300 page report
(f) For the MInister's decision to be beyond challenge, he must give due and proper consideration to the submissions made by the appellants. To the extent that they are scientific in nature, he will need to consult with external experts.That will take time, but it will be time wekll spent as it will lessen the likelihood of a successful court challenge
(g) There has been absolutely no material substantial delay to the LAMP start-up caused by the Malaysian government.
(h) The Malaysian Government has not changed the rules or moved the goal-posts - the appeal rights have always been there.
