    Level of utilisation, how is a vacant block being utilised ?

    And "who am I to state whether its being used to its full potential"...I think even blind freddy could see whether a block is being used to any of its potential, I am not saying full potential, it should have a dwelling on it or you should pay tax if its in a residential area.
    Quite simply when the council does its rates valuation on UCV it sees whether that block of land is being utilised for what it was designed for.
