You mention that non utilised vacant land is causing urban sprawl.
Maybe I will draw a long bow on what land to tax according to non utulisation, how about properties that have a zone rating that isn't utilised pay the appropriate rates. You're a property owner. Let's say your property is zoned for 3 dwellings and you don't utilise the land as such then you can pay 6 lots of rates instead of 2. And if you utilise the zoning and sell the other two blocks, though you've owned you house more than 12 months, you pay tax without the CGT freebie.
Utulisation is in the eye of the beholder. Don't give the Gov and inch because they'll push the boundaries.
