    they are free to opt out, however it incurs a minor service charge to use the wiring and cabling for other services other then the ones from strata/developer/int offerings. i duno about u, but in retirement home example, one would think more likelihood all/most would stick with strata or building mgmts selections? in a private apartment scenario, i daresay prospective renters or buyers would be made aware of the utility scenario prior to purchase or occupancy?

    strata rules i guess, alikened to what parts of building are deemed ur asset/responsibilty v stratas.

    i live in a strata environment atm, other then utilities, there are lots of examples of daily services here that the herd tends to just pay for/use/abide by way of strata fees, and universally accept the 'guidances' from building committees.

    i do beleive that is also our major selling point. the RVA imo is a great move, its the kinda living environment where most ppl would just follow suit with strata recommendations? and elderly ppl that may perhaps find the one stop shop, one bill convenient?

    trust is key also, when u have one provider and its monitored by ur mates on the building committee, well for many, this would put minds at ease? one less drama to worry about? a few bright sparks would prob monitor the website or int connect.. and send out recommendations to tenants to optimise? many tenants would trust that imo and a fair degree of herd mentality would ensue.

    where i live there is a litany of items that all pay for on the grounds (gym pools gardening etc), whether u use facilites or not. strata fees here are very high. if ppl are prepared to cop that on the chin. well id say its much more likely they would buy into the universal utility idea. and leave it in the hands of the committees to advise.

    of course some individuals would want to play their own game i guess as well. alot of those would prob self tinker with int service options on website. the bulk id say would prob just do what their strata newsletter suggests.
