What needs to be understood is that the government would not be looking to shave dollars off here and there if they had managed the purse strings properly in the first place.
The Howard era was warned of such an exspansive policy but oh no they would not listen as their rich mates were making a fortune. A property developer I know was selling blocks of land for 80k but after the new home scheme gave home purchasers an extra 7k ontop of the existing 7k,the developer was rubbing his hands together in glee as he was able to tack another 10k on the blocks.
He was able to do this a few times , so in effect your money (taxes) went straight to the developer.
The developers costs were stable during this time.
