    Firstly it is the Ports Authority drumming the story about reducing port allocations.

    Hmmmm. From a legal stand point, AGO has invested millions upon millions of dollars based on those port allocations and any amendment would surely initiate legal action from AGO.

    Allocations were awarded, not promised" legal agreements would have been entered into.

    I noticed the mention of use it or lose it commentary was based on "by 2025".
