because (in no particular order):
Most Investors are currently frightened and staying away from the stock market;
As a result, Investors can't (or won't) see the real value in some of these well run, excellent project stocks (of which NCR is one)
Most Investors can't see past the end of their nose as far as their investment horizon goes so any short-term strength is immediately sold into;
Those that are selling are choosing to reduce debt or stay in cash rather than reinvest in what are some screaming share bargains.
Basically, investors are currently being over cautious (dumb?) and sitting on their hands watching their cash capital being eroded through inflation.
This is why the Chinese will inherit the world.
