Maybe its pay back time?

Maybe the Chinese are P/offed with the US Marines being stationed in OZ. Maybe its sanctions against China's trading partners. Maybe China is using this to get some benefit from other OZ exports? Maybe its pay back for Tianamin Square and accepting political refugees?
Or maybe its the Malaysian's playing hardball for something else? Or maybe they are taking time as they dont really understand or know what theyre doing? (my pick)

Not saying its the reason but I am certain that the TOL is being delayed for a very specific reason and it AINT about safety!!!

I doubt Lynas or the Australian Governing parties/departments can do anything.
