Try page 36 where they tell us that the DFS is likely to be completed by late 2010 to early 2011.

Its not very hard to work out that when you engage outside and expensive consultants and get close to or at the finish of their work that you have expended the monies allocated.

Have you ever heard of consultants doing a DFS for free?
