    If anything this shows Legacy as being under its own control.

    It hasnt changed chairman because it needs to hold a board meeting to do so. It doesnt just follow NMDC actions without following Legacy's protocol.

    Rather this announcement be released than people speculating.

    Clearly Legacy is in the loop.
