The SP has dropped 60% from it's high - it now goes up 10%. People start feeling good about things, their frame of mind changes (dopamine starts kicking in) train of through is blurred. 10% is no where enough to even think about awarding LTIP etc. When the SP is sitting around 15-16 cents then I think it may be appropriate to suggest any incentives and so on.
