The first definition is to do with hostilities, however a political call to arms means this:
"a summons, invitation, or appeal to undertake a particular course of action (a political call to arms)"
Nothing about hostility there. It is more of a call to action and very short of Tinnitus' "off with their heads" which is clearly an act of severe violence.
