I like the story Al1 and are long PDN for many of the reasons u mention but I don't think the stock held by top 20 is nearly as tight as u think it is. Would love it to be the case but there is no way IMO that they hold 80% and hold it tight. Happy to be proved wrong but recent trading is not reflective of a tightly held stock (ie. No shortage of sellers....).
Throw a takeover bid in the mix and it will tighten up real quick!
