I'm not quite sure that this makes sense? In one sentence the author is claiming that people are rushing to buy the stock to get on the register, and then the very next sentence says that people are rushing to borrow the stock to short sell it!
"It suggests hedge funds and day traders are rushing onto the register in anticipation of a takeover offer or strategic partner pushing the stock price up. The daily gross short-sales reported by the ASX has increased steadily over the past week"
