They're not going to raise capital in the next 3 months.

The events within that time period are foreseeable.
They don't need it, they won't raise it. Not unless something unforeseeable happens, most likely on the outrageously high upside that requires money for development.


To me it sounds like PM is very confident they will have a cashflow stream from HCSS....or maybe a takeover. Just speculating.
