The way the court case was struck down earlier was a pointer to this.
While it is true that the PSC was not mandated with the issuing of TOL, it is clear that if there was a parliament discussion on this plant, then the government can state categorically that all the opportunities were provided for opposition to raise their concerns. This will in all probability kill all further legal processes.
I am not expecting the TOL to be issued on the night of 19th. I would rather give the bureaucratic process a little bit more time after that to issue TOL.
