Don't you love the low level of comments. How in gods name can you do concreting other than locally. My guess is WM will somehow make things happen sooner rather than later, that's his expertise and don't underrate him at that level. If you think about it, that's the only way he can stick it up those who want to stick it up him. He must be a little thin on that.
