After the Malaysian solution debacle imho any offshore processing would be stopped by the high court.
The horse has bolted - the floodgates are open - the genie is out of the bottle and any other cliche you can think of. Old solutions will no longer work because the smuggling trade is too well developed - they will overwhelm it with volume.
