What you have written is exactly my point.
"should be ready" and "expected that this process (the last part of the DFS) will be completed"
Should be and expected are very very different to will be.
Management have chosen their words very carefully, so that they cannot be held to any specific date.
I do appreciate the effort people put in by the research they do and the calls they make to the office. But the fact remains, should be and expected are not the same as will be.
People maybe or is that will be setting themselves up for disappointment.
