I don't understand why he is seeking clarity. I thought that the Labor position changed in 2007, which is what you've said in the post but that Labor feds were leaving the final decision to each of the Labor premiers. And at the time, Beattie said no to uranium because he didn't want to damage the coal industry. (Like you can't have a healthy coal mining industry and uranium industry! I never understood why they couldn't have both). So there shouldn't be any objections unless there are particular environmental issues specific to each project. Seems to me that Newman is stalling. And given his majority state govt, I don't see why. I must be missing something.
