Sealing fate usually means the cause ZT. In this case the CT is not the cause of the power station's closure. The actual causes are given in the article.
However I'll concede that the manager used poetic license in his statement and so the header, while misleading as it wrongly implies the CT caused the power station to close, is a fair comment and I withdraw my original complaint.
