DaveR - "to seal the fate" usually means something along the lines of "the last straw" or "the last nail in the coffin".
That means there are other factors, but in this case, it appears that the last straw or the final nail in the coffin was carbon tax.
Carbon tax seems to be the final tipping point and the power station will now close two years earlier than it would have without the tax. People will lose their jobs two years earlier.
However, Justis seems to think that is something to celebrate. Unbelievable.
