NZ has not delayed it carbon price - it has delayed the introduction of agriculture- its biggest emitter - mainly because Australia did not include agriculture - about 15% or Australia's emissions. The NZ govt also continued the 2 for 1 offer on credits, capped the price at 25NZ and changed the rules for some forestry projects.
They still have a price on carbon. John Key changed his mind after the elections, so if you are looking at NZ as a canary in the coal mine- perhaps we should look to the behaviour of the NZ conservatives as a guide as to what might happen here.
