Well to be pedantic stipper, if Clive Palmer hadn't bought in with Petroleum Nominees the share price would have never been high enough to cap raise at 8 cents. So in a way he helped bring in that $11 million (even though he probably wished he hadn't).
But if the current Board don't want Clive 'Jaws' Palmer to bite CTP's legs off, they had better pull themselves from the depths and into a Joint Venture life raft!
