Its not just Cushing with the oversupply its the total reserves in the U.S. it is at an all time high at least its the biggest for over 230 years, thats a fact if you read the U.S. IEA reports. The pipeline at Cushing wont do a lot to ease the oversupply. This is the biggest oil using period in the U.S. year its more than half over and the U.S. oil supplies are at an all time high, thats what I call an oversupply. As far as the planet facing an oil shortage youre not taking into account other fuels that will grow slowly but they will grow, and I dont think your taking into account the lack of demand because of the GFC which is now turning into a depression in the EU and the U.S. is going backwards. This problem will be around for decades and it wont be fixed anytime soon. The more QE's (read:Printing Money)that happen around the world the worse the whole thing will get. China has eased interest rates twice in the last month or so and has reduced the reserves banks have to hold. This should tell everyone something.
