Even the government says that the current economic situation is because of the debt: IE If they hadn't gone into deficit the economy wouldn't have kept growing. It's in the next 12 months they need to prove their capacity to get the budget back to balance and demonstrate the sustainability of deficit spending during a downturn. I don't believe the debt is a problem where it stands now, but do believe that getting back to surplus should be a high priority if a government goes into deficit.
