    sounds like exactly the sort of deal I believe the NDRC would prefer for SDL... SOE (steel producer), with minority shareholding in the parent company, JV arrangement in the principal project, and offtake rights.

    Very different to the 100% private company ownership deal proposed by Hanlong.
