Your reasoning is pretty weak. IMO. What is more important to the Chinese? The immediate problem with the WTO and the need to control the REE market now, or the plans for REE 20 years from now?
To your logic, they should elicit high prices NOW in order to encourage other competitors to their REE business so that in 20 years they will have enough of it?
Meanwhile, high prices will convince WTO that Chinese quotas must be cancelled?
