Fly - I would suggest that illiquid's opinion is sound, pragmatic and even prudent.
Sure, it relates to a different State and different players - but there are also strong commonalities, such as ISL mining technology and impacts, NRC involvement and environmental groups with deep pockets.
There is always the possibility that the NRDC will not seek a stay of activities once (and if) the SML is granted around Dec 2013,or is unsuccessful even if it does, but prudence would dictate that allowance for at least a 12 months delay to Strata getting the green light - to the end of 2014 - is the sensible course to take.
