    The sales are done at CFR, ie. the buyer pays for shipping costs.

    The costs are done at FOB, ie. the seller works out costs up to the point of shipping.

    In both cases, the shipping is arranged by the buyer.

    If it helps, if the sales were at FOB and the costs at CFR, then AGO would be arranging the shipping. If sales and costs were at FOB, then the shipping is arranged by a third party.
