I think you might need to check your last statement-"Perhaps if they had done this very shortly after the first "5 day" guideline was missed, the DFT's would be all but complete now or certainly close to it."

I come from an engineering background and I think it presumptuous that it is funding that is why it is taking time to complete the DFT's. The original plan was to methodically complete DFT 1...then 2...then 3 sequentially.

It wasnt until ESI's Ann 15.06.2012-"Arup has completed Phase 1 of the Design for Tender Program and has finalised all detail in a series of reports documenting works completed, analyses made, designs developed, and the expected operational outcomes. Furthermore, Arup has also BEGUN Phases 2 and 3 of the DFT and will run these stages in tandem where possible."

That statement was made just over 5 weeks ago. First of all it was news that Arup would run 2 & 3 in tandem where possible-which means that the DFT process has now been accelerated. And after that you believe DFT's 2&3 would of been completed or certainly close to it in 5 weeks if the Monash funding come through??? I'm sorry-but I don't agree. If anything they are "not behind" and in fact have accelerated this process.

Being a new tech, it is key that the DFT processes are followed to ensure a smooth transition from drawing board to actual construction. ECT realise this, and have come up with a back up plan to ensure the DFT process is not interrupted.
