The reason why they even requested a month extension is to show that they are doing due diligence (LOL !) and that the chinese are not dying to approve and wrap things up qickly whereas the CDB letter can be produced instantly to speed things up.

These guys have to save face. Can you imagine the FIRB dragging it's feet for 9 months and then the NDRC hastily approves in a few days.
