I happened to browse through the AELB website which noted some weeks ago that they had received lynas' proposals for the 2 additional requirements and that they were currently undergoing due diligence, i'm not sure how long this takes, or how much the bureaucracy plans on slowing it down.
But given it has been a month, and in any government these things tend to take 4-6 weeks sometimes a bit longer, if the TOL has not been issued by August it would be safe to assume the delays are politically motivated and that would signal it had been officially put onto the backburner until after the elections
