There won't be a capital raising. If money is required, Lynas has several options. These include the sale of REO concentrate (they have plenty of this, and is valuable) and also a loan facility (similar to Mt Kellet). They also have the option of limiting the concentration plant output, as well as shedding non-key staff.
IMO there is no way they will head down the cap-raising path, as this would destroy shareholder value.
