Not too understaffed to send out a stack of 4 page letters informing EL holders of a new Administrative Levy equal to 1% of their "rehabilitation security deposit" (note the Dept already gets interest on security deposits that it holds) - plus an annual rental fee for EL's of $60 per unit ($20 per sq km).
Gotta love the public service.
