No its not discriminatory at all?
It is an economic reality.
Owners are always ahead in the pecking order when compared to renters.
Besides, discrimination does not extend to renters....have a close look at the legislation...discrimination is illegal on the grounds of sex, race, religion, age, disability etc....but it does not extend to renters lol ....ps it is not illegal to discriminate against renters.
The following laws operate at a federal level and the Australian Human Rights Commission has statutory responsibilities under them:

Racial Discrimination Act 1975
Sex Discrimination Act 1984
