Firstly, Nick did NOT say the TOL would be issued in August. He said that they were working on the assumption that it would be issued in this QUARTER but that he HOPED it woul dbe issued in August.

Seconndly, he did NOT say that it would be issued before the election. He was asked whether he would comment on whether it would be issued before the election, to which he said no.

For Gods sake (and your own) get the facts right. People should and are entitled to make decisions on the facts, not what you would like the facts to be. If you are not sure about this. Have a look at the transcript or have another listen to the broadcast. Stop dissemminating untruths for the unwary who might make investment decisions on what you say.
