    Announcing this provisional approval is a strategy move.

    It tells the public and interested party a strong signal 'we are negotiating, come to the party'. The lengthy suspension gives time for a counter offer to come in. And the approval shows China is still interested in IO even in this depressed market. It is time for the big boys to act, don't miss out!
