You can not blame Julia any more.
She has set up a committee to find out what to do.
Perhaps the learned members of the committee will find it all too hard and suggest a new Govt. Dept. be created to look into it.
The new Dept. lets call it "Refugee Collection Agency" will report to Parliament by December 2013.
Problem solved.
