grading important milestones

Hi all. Like all long term holders I look at the milestones necesary for PEN becoming a producer and think about when they will transpire and what effect they will have on the SP. We've given the 'when' some fairly serious debating time over the last year with the only conclusion being we all have differing opinions on how accurate the published timelines are and that there's very little chance of changing each other's opinions. So I'm interested now in the degree of affect each of the milestones will have on the share price and I'd like to see what other views are out there.

Below is my list of the big milestones we will achieve in the next 3/4 years (let's not get started on the timeframe). I'd be interested in anyone elses ranking of these events in order of their greatest to least importance from a SP rise perspective or any that I might have missed that should be in the list.

Court case decision (assuming positive)
Main Construction commencing
SML issued
Production begins
Financing Arrangement
Spot U Price in steady upward trend (say to $60/lb)
Final Permit to Mine
Karoo prelimary JORC estimate
Preliminary Construction
