Vintage,
Would it be plausible that given the Permit To Mine is issued by the State, in what is described as a mining friendly part of the country it could be thought that any chance of success in slowing the project would be more likely in challenging the SML on a National level where local/state influence would have less effect.
Just my thoughts.
