1) wait for sector fear incident - recent Molycorp debacle which makes rare earth investors more afraid.
2) release a news article with a ridiculous low-ball price prediction timed exactly on the heels of sector fear incident.
3) Don't tell anyone what hedge fund told them to write this article and what they were paid to write it.
