"Shipping waste back to origin is when all else fails. The AELB says there is only 2 conditions needing approval before they can issue it and shipping waste back to origin isn't one of them."
So it was part of the basis for the original TOL. So if they want to can the project, they can simply point to the WA Ministers statement, stating that no waste will be accepted back, and question the basis for Lynas’s ability to fulfil their obligation in the event of the “all else fails” option.
Like I said, an odd way to do business... Loose ends.
